if usb storage simple just install this to another usb drive or a disc and boot it on your computer if windows is installed on it, if linux is what is installed on your computer you dont have that on it. next step once you are booted into gparted live, or a linux distro, open whatever partition manager (gparted live by default already has gparted), and resize the ext4 linux partition on the usb drive you installed linux on to have 64mb LESS storage, with that 64mb free space create fat32 partition, some linux partition editor have vfat option but no fat32 option, this is NOT the same as fat32, if no fat32 is shown follow this guide to use the 64mb free space to create the fat32 partition for the hex code part type in lowercase "b" or whatever letter W95 fat32 is and for the mkfs part do mkfs.vfat instead of mkfs.ext4 and execute mkfs.vfat WITH "-F 32", ex "sudo mkfs.vfat -F 32 /dev/sdX#". u probably dont get allat so after resizing the linux partition on your linux install usb you can just boot back to windows and make the fat32 partition there with diskmgmt.msc
